To: Commissioner Mary Gray Black, I have consulted on two occasions with Attorney Thom Gonzalez on the issue of our ability to implement furloughs on our unionized employees. Thom has practiced labor and employment law, exclusively representing the management side, for approximately 30 years and has represented Largo for almost as long. When I asked Thom for his opinion, I requested neither a written opinion nor a specific statutory citation or court decision.
