SPCA Tampa Bay Offers Two Free Services for Pets in NeedSPCA Tampa Bay - Two FREE Services for Pets in Need People on limited income - and those facing financial hardship -- can receive free pet food by calling to apply and make an appointment for pick-up. Pit Bull and Pit Mix owners can have their canine companion spayed or neutered at no charge, thanks to the Florida Animal Friends license plate program. Service includes pet vaccinations and rabies shots. Fix a Pit applications are accepted in-person on Tuesdays from 9 a.m. to 4 p.m. No appointment needed, remember to bring your form 1040 (individual income of $20,000 or less, add $5,000 in come for each additional person in household.)
