Letter to Governor Charlie Crist from Mayor Frank Hibbard

To: The Honorable Charlie Crist

Dear Governor Crist,

On behalf of the City of Clearwater, I respectfully request your approval of our local bill, House Bill 1047.

A 1925 special act granted land to the City of Clearwater allowing it to construct the Memorial Causeway. The act included a reverter clause should the property not be used for a public purpose. The area granted to the City includes the property upon which the City's Municipal Marina is located.

The Clearwater Municipal Marina is progressively falling into disrepair. The City of Clearwater wishes to develop the Marina in accordance with current legislative policy, including the Florida Coastal Management Program, the Waterfronts Florida Program, the City Comprehensive Plan and the Clearwater Code of Ordinances. HB 1047 relieves the City from the outdated 1925 reverter provision and will allow the City to redevelop the Marina in accordance with these policies and laws. Please note, HB 1047 continues to protect Clearwater constituency by requiring that any alteration from existing public land use map designation of the uplands upon which the Marina exists must be first approved at a referendum by the electors of the City of Clearwater.
